Because it is how your hair would look if a cow licked it. I was raised on a farm and actually saw cows lick my grandpa on the head and their saliva is thick and makes your hair stand up where they lick you.

This is because you may have hair that appears to grow/lay in a certain direction naturally.
According to wikipedia, It probably comes from a comparison with the projecting ridge of hairs on the cow's hide, licked into that shape by the animal.
This can also apply to if you were licked on the head by cow, then your hair would be slicked down in the general direction of the licking.
Kinda gross now that I think about it...

a little tuft of hair that tends to be unruly and will tend to pop up anywhere... A shock of hair which looks as if the big, wet tongue of a cow has licked it. Ex.. Alfalfa
