In the context of the Cold War, perhaps the most interesting commonality of those two movies is the presence of the Soviet Union as an 'enemy', but not really a threatening one.

The Terminator was the first of the two, released in 1984. In this movie, the threat is one caused indirectly by America. An attempt (in the future) to create the perfect military system in another escalation of the Cold War goes out of control, causing a nuclear war and nearly destroying humanity. The Soviet Union isn't blamed for this... if anything the blame seems to rest in humanity's innate desire for war.

Likewise in Top Gun (released in 1986). Though the final conflict in this movie is between American and Soviet jets, it could be argued that it is not the enemy jets that are the real threat, but rather the main character's doubts. Nor does it seem appropriate to blame them even for the aggressive move - the main character's father was killed in a conflict that seems to have been the mirror image of the last one. The major tragedy in the movie is cause not by Soviets, but overcompetitiveness among Americans themselves.

So you can see, I hope, the trend here. Soviets are involved in these conflicts but the movies seem to point the finger more at the American need to 'win'. The actual Soviet-American fights usually seem to be mostly pointless in the context of these movies.

Hope that helps.
