why there is no law against **** sites?

There is no such legal provision available in India to block such sites. Without a legal provision the government cannot do so as it will amount to infringement of freedom of speech & expression as provided under the constitution of India.

Internet **** sites are blocked in many countries, where **** is prohibited by law.

But not every country is the same. Many countries allow their citizens to enjoy **** on the internet.

Showing of xxx films, in Private or Public, is barred by law. Alike, xxx sites are also barred by Cyber laws. Most of such sites are run with fake identities (that can be verified through softwares like CallingID or McAfee Site Advisor). But the Workd Society love to 'enjoy' it. Hence, who will bell the xxx by invoking Cyber Laws ? You may, however, BLOCK such sites of your own.
