Good question. The last part is easy - no.

As for the first part, I think the U.S. Consitution is a pretty good law manual. You would have to take out all the stuff about Congress and the Judiciary and the Presidency because I would be supreme ruler, but the bill of rights is a pretty good list of ten things.

There is a song by Tony Bennett called "If I Ruled the World". Part of the lyrics are: "If I ruled the world, Every man would say the world was his friend, There'd be happiness that no man could end, No my friend, not if I ruled the world."

My first law would be no religions can be foisted upon people. You may have to obey your parents, but once you are 18, you can decide for yourself if you want to be part of a religious group.

I would try to discourage religions from being practiced, in favor of having just one simple rule: be kind to others. That's it. Nothing more complicated. Just try to be kind to others. You don't have to like everyone, you don't have to agree with others, but just have a kind and giving heart.

I think the best society ever imagined was described in James Hilton's novel, "Lost Horizon". The residents of the Tibetan city of Shangri-La followed that rule of just being kind to others. Furthermore, they were very open minded. They thought the best way to keep people happy while still having a safe and civil society was to be moderate in everything. Therefore, it was the rule to be moderately chaste, moderately hard working, moderately honest, moderately generous, etc. Without the extremes, people were naturally kinder, more giving, and happier.

I would only have one law, DO AS I SAY!!! And the death sentence would apply to all people I didn't much like!!!!!

Unfortunate truth is, any person given this power would eventually be using this rule, Human beings are not yet evolved enough to evade this. No matter how benine and honourable you start out, any person would boil down to this before too long.

There would be no prisons. There would be 2 punnishments:

1) DEATH

2) BEATINGS

The type and severity of the beatings will be determined by a jury of your peers.

Anybody who has a vanity license plate on their car that makes reference to either their wealth, their good looks, or their sexual prowess, will be dragged from their car and beaten in the street.

Thats all I can think of right now.
