It's when the foreskin is cut off. Jews and Muslims almost universally practice it, and it's done a lot in some parts of the US, although in some states it's now as low as 14%; it's becoming less popular. The US remains the only industrialized country to do it for cultural reasons, but as said, it's going down slowly.

New studies show that circumcision reduces sensitivity and sexual/masturbation pleasure.

I'm uncircumcised and have not had any problems keeping it clean; really, all you do is slide it back and rub the head; feels good and only takes five seconds. Europeans can all do that fine, too, and they're doing fine; in fact, they have lower HIV rates.

All males are born with a foreskin protecting the tip of their penis; that is the natural way for a penis to be. Some unfortunately have the foreskin removed when they are newborns; that is called a circumcision but is really genital mutilation. Those who retain this valuable body part are called whole, intact, natural, or uncircumcised. More than 85% of the men in the world have escaped being circumcised. It is done for religious reasons in Jewish and Muslim families and for long-discredited "hygienic" reasons in the US. It is rare in the rest of the world, and somehow men manage to get along just fine.

Male circumcision is an elective surgery to remove the foreskin (prepuce), a fold of skin that covers and protects the rounded tip of the penis (glans). This surgery is most commonly done on newborns about 24 hours old.

If a baby is born early (premature) or has certain medical conditions, he may be circumcised when he is somewhat older. Circumcision may also be done in older boys and men to treat problems with the foreskin of the penis (such as phimosis and paraphimosis) or for inflammation of the tip of the penis (balanitis).

Circumcision is not medically necessary. The American Academy of Pediatrics (AAP) does not recommend circumcision as a routine procedure for newborn males. When making this policy, the AAP considered the possible health benefits of circumcision, such as a lower risk for urinary tract infections (UTIs) in the first year of life. The AAP also considered the risks and costs of the procedure when making this policy.

The foreskin of the penis is cut away. The procedure is usually done at birth or, in Judaism, eight days after birth. It's commonly done for health and hygene reasons outside of religion these days.
