You're asking for two different things: The best hip hop songs, and new songs. Fact is, new hip hop has nothing on the "good ol' days," Young Joc, Mims, T-Pain is garbage compared to Run DMC, BIG, etc. etc. etc.

You want good new hip hop? Check out the new Nas album, and peep that remix of Where Are They Now, with redhead kingpin, spinderella, etc.
Jay-Z's a classic, but his new stuff isn't as hot as his old joints (AKA reasonable doubt and Vol. 1).
Lil Wayne is a pretty hot newer artist.
plus, word is krs-one is setting up a new album, so get on that.

you've just brought up a very controversial question here, because, as you may have already noticed, there are 2 types of listeners here: the ones that listen to mainstream and the ones that listen to the underground. i myself prefer the underground because it is more socially-conscious, thought-provoking, but i am not going to decide what kind of music you listen to.
from the underground sector, i am really digging "mecca to medina(570 A.D.)" by euphrates from the album "stereotypes incorporated." I don't really know what you consider "new." Does that mean that it gets airplay on radio stations or does the song have a new music video out?
For most underground songs, the writers do their thing not because they want 15 seconds of fame on TV, so you won't find many underground music videos on TV......well, there you go...
