Clean out the holes of loose material to about 3 to 4 inches deep try to keep the sides of the holes vertical, mix some cement, sand, and file gravel ratio 1, 2 , 3, don't make the mix sloppy keep it on the slightly dry side, fill the holes level with the surface packing it well down and smooth off with a float, one of the reasons that concrete breaks up is due to the mix being too wet , and the other reason, which most inexperienced DIYer's don't know is cover the patches with anything that will keep them from drying out too quickly as cement needs to be kept damp to allow it to cure. Cement doe's not cure by evaporation like most adhesives but it cures due to a chemical action, (as can be seen if you leave a trowel with some cement on it in a bucket of water ) so all the work can be undone by a few hours of hot sunshine, so keep it shaded and damp, follow this method and you will be well satisfied with your work.

No you can't just fill holes and skim. There are companies that resurface concrete with epoxy and small stones. Would this be an option for you? You could cover it with pavers if that won't make it too high. Both of these options are expensive. There is a concretee patch - just like concret but denser that you could try, but it won't give you a nice finish, just patched. Stop by you local home improvement store and see what they have on hand.

Patching is possible using cement (no stones). You will need an adhesive to make the bond strong. It is a liquid that you brush into the repair areas after cleaning and removing all loose materials. Skimming an area this large would probably crack in a short amount of time unless you applied at least a 1/2" skimcoat.
