To get to the London eye from Heathrow, I'm taking the Heathrow express to Penninton to Westminster. Is that right? How do I get to Luton Airport from there?

Is that King's cross station you are talking about? Is it the same station I would come in at? There is just that one river right? and one bridge?

The Heathrow Express run to Paddington. This is not the best way to get to the London Eye. Take the Piccadilly Line to Hammersmith. Walk across the platform and get a District Line to Westminster. When you come out of the station, you will see the Eye over the river. (going via Green Park involves a long walk between trains)
To Luton, walk along the Thames to Blackfriars Bridge, cross the river and catch the Thames Link train to Luton Parkway. A free bus runs from their to the Airport.

From Heathrow to the London Eye you could use the London Underground. The Piccadilly line takes you from Heathrow into London - change at Green Park on to the Jubilee line and its one stop to Westminster.

From Westminster you can get the Northern line up to Kings Cross St. Pancras railway station where you can get a Midland Line train to Luton Parkway Airport.
