If you can take the child herself, otherwise they'll just be hidden. Child trafficking is on the rise and unless people like you and me do something about it, it will go unchecked - take the child to the police, but be aware that some are kidnapped, others are sold by their own families. Disgusting. Take her to the police, ask them to find out why she is here, report the guy who ordered him, tell the cops it was over the net, they'll be able to trace the site etc.
Take action.

This is against the childs rights, and he is not allowed to do that, he is taking her/his rights away from her/him, and this is a crime, you know this is wrong, talk to him and if this did not work call the police

Call Child Protective Services! Do so now. That child is being mistreated and since you know about it, you are responsible for reporting it immediately.

you should go with what you feel ! if you feel that something is wrong you should report it. what if this was your child or your nephew or niece ? do you remember the movie that stated the second biggest trade to this country besides drugs was that of child slaves. better to be safe than sorry.

Wow. My suggestion, please document what you know carefully. Events, dates, times, pictures, whatever you have.
And then definitely, definitely report it to the authorities.
The child maybe 'personal servant' but maybe the situation is worse- sexual abuse, etc?! (Note, sexual abusers often don't think they are physically abusing a child.)

DHS handles childrens rights, it will also force the family to school the child or loss it.
