As one answerer has indicated, the sign is ambiguous, due to lack of punctuation (surprise, surprise), you know, that thing that doesn't seem to matter, these days.
A comma would do, certainly, but maybe a colon would be better.
'Slow: children', being a shortened version of 'drive slowly: there are children in the area'.
