So if the employer has changed the commission structure in April can he make it apply to the March commission? This is after the commission form has left my hands and been approved by my supervisor.

If you have a written contract, the answer above is correct.

If not, you may have an implied contract. Did the employer do or say anything that would make you believe that the commission wouldn't be changed without prior notification?

3rd possibility-These may be considered as wages earned and can not be changed under your state's labor laws. Contact your state's Department of Labor or equivalent for free advice.

It would depend on your contract of employment. You do have a written right. If not you had better get one now. If you do have a contract it would depend on the terms of the contract. See what is says.
