Lock gas station bathrooms? Are they afraid someone will clean them?

It's because they find it amusing to watch individuals do the pee-pee dance from the car up to the counter to request the key, only to be told that someone already has it out there and while waiting you discover from the number of flushes it's either an entire family in the one bathroom, or with that many courtesy flushes you won't be able to use it without plugging your nose anyway.

I've never gone to a gas station where the bathrooms were closed. That must be irritating.

It's a conspiracy started by the companies selling those 27# cinder blocks that the keys are always attached to. This way, they sell more blocks!

They aren't locked they've just stuck themselves shut with all the pooey fingers that have wiped their bottoms and then smeared it around in there.
