Technically he was a CIA operative (not agent), backed by the Federal Government of the USA. We backed him, but when he turned away and tried to sever ties with us, the CIA funded a coup.

Noriega was placed in control of Panama by the CIA because as a particuarilly right-wing dictator he could help to remove the threat of communist revolution in one of Americas neighbours. This he accomplished with aplomb and many violations of human rights. However after several years he began to overstep his mandate and in 1989 the US administration decided that 'for thegood of tha panamanian people' the evil dictator should be removed. This led to an extremely media friendly show of millitary might by the US with a massive invasion and capture of Noriega.

Noriega is only one of many members of his club: Saddam Hussein, The Taliban are two more that were put into power by the US government, only to be removed by them when it didnt suit.
