I want to put some plants in as decoration, but they need to be safe in case the tortoises eat them.
So called Hermann's Tortoise (Testudo Hermanni)

I would put all sorts of vegetables and dandelions. These are the plants they eat.

Most plants are fine, but I'd stay away from flowering plants and never tomatoes because the leaves are poisonous (as is cedar).

You can always use fake plants, I never use them but there are realistic ones. Or you can use cacti if you want a desert look, even though your herp is in no way from the American SW.

Most grasses are fine, and so are most house plants (non flowering).

You might find plants for just such a thing if you go to a large petplace.

Your Hermann's wants as much room as he can get- make sure the plants do not take up too much cage space. It would not be fair to make his cage prettier for your happiness, nad smaller to make him more unhappy.
