If your income total for both of you, not counting social security, is under $17,900, you don't have to file a federal return. If you don't file one though, be sure to track down a copy of form 1040EZ-T (you can download it at irs.gov), fill it in and mail it in - it's very short, easy, and will get you $40 for the telephone excise tax rebate.

read a state tax guide for your state or ask someone who knows about taxes that is reliable. I would not trust yahoo answers people for tax advice. That is just asking for trouble.
