Is it unbalanced if you have your sun, moon and rising signs all in water signs? I am Cancer sun with Moon in Scorpio and Scorpio rising.

The balance in your chart depends on whether or not the other planets are in Water signs but you can't escape the strong Water influence.
You are likely to be sensitive and emotional and more effected by your environment. You will be intuitive and receptive. You're quite secretive and you love a mystery.

No I don't think so. I am also a cancer sun, scorpio moon, and pisces rising. I find that I am very very very emotional but even though that does bother me sometimes I wouldn't have it any other way. Relationships either friendly or romantic with other water signs tend to be to strong. They are great at first but eventually become dangerous if you know what I mean. I find that earth signs with water as their moon or rising signs seem to balance me out.

The idea that there is "balance" ANYwhere, in ANYthing, is a false idea. It comes from a belief that there is way things "should" be, or "ought" to be, as if there is a "IS"-world, an "IS"-existence somewhere in the universe, or in the lives of people.
......the fact is, there is no "BALANCE" and, therefore, there is no "UNBALANCE". This can free you up considerably if you fully integrate this truth into your life.
Having said that, there is nothing to be alarmed about with your chart, not in the least. It shows areas of great possibility, enormous energy, some past-life connections with ambition and career choices that do not have to be re-lived and repeated, it shows completions and new beginnings. It also shows intuitive development, psychic or metaphysical sensitivities that you can choose to explore or not.
