Its the dexter one, as in sinister-dexter, which is what the Romans used to call out as they marched! That's why it was considered to be unnatural to be left handed for so long! So the wrong foot would be sinister and the right foot, in both senses! would be dexter!

Getting off on the wrong foot has to do with marching. If you start with the wrong foot you will be out of step with everyone else.
