Why not stop at the total or slow down 5 cents before? Why 40 cents? Is it nothing more than hopes that some impatient people will say F it and leave, giving them more profit or is there a legit reason?

Since the "profit" is actually measured in pennies per gallon for the station, they need to slow the flow rate through the nozzle early...40 cents does seem a bit much, but I've had ones that were set at 60 cents, really annoying. 20 to 25 cents seems average where I am...

Also, at 2.50 a gallon, that is 25 cents every "tenth" of a gallon pumped...mechanically, the pump needs to slow down earlier, or it won't stop fast enough for prepay.

Because it's easier on the equipment to slow the pump before stopping. Since you have pre-paid, they know when your going to stop and programmed in a point to slow the flow in preparation for stopping. They are not trying to take the 40 cents, since most people will simply wait for the pump to stop pumping.

They have to slow down the flow of it so that gas isnt wasted by going into the overflow.
