You can plausibly define sunrise as either the appearance of the lower limb or the upper limb over the horizon; the upper limb (i.e., first actual appearance) is more common. Because of atmospheric refraction, the appearance will be a few minutes before the sun is actually at 90 degrees to the vertical.
