And there's been a major problem with a burst water main and so the traffic has all been diverted. What would have been a perfect day, quiet and traffic free, is now hell on earth.
I cannot leave my house. What do you do?

Tried phoning the police. They won't come out unless it is a sign of breaking and entry.

It was sorted. A neighbour phoned the rspca and told them a bird was trapped inside the garage, setting off the alarm. Although the police wouldn't come out for humans, someone came out for a bird. The world is mad.
And I'm grateful - apparently the owners have gone away on holiday.

I would call the police about your neighbors burglar alarm because it's causing noise pollution to everyone in earshot of it. Obviously your neighbors are not home to shut it off and the police may be able to contact the alarm company to have them contact the neighbors, etc. As far as not being able to leave your home due to the chaos outside, I would find a room in the house that offers the most peace, I would turn on a little classical music, open a good book for an hour or so with a cup of tea and I would make the best effort to get through the aggravation peacefully. It soon will be just an unpleasant memory. Hang in there, it will be over before you know it.

Calling the sheriffs department to come out and handle the alarm would help out a lot. Then you would only have the sound of traffic and no alarm.

aim it at the alarm..making sure that you will make no damages to any windows

and throw with as much force as possible

that would sort the little annoying bugger out
