I don't know what you're meaning by modern, but in the US, the main sewing pattern companies are McCalls, Butterick, Vogue, Simplicity and a few others. They have some pretty decent patterns--although I usually wind up making some kind of alterations to the pattern, and almost ALWAYS add some form of embellishment to the fabric or add a trim or SOMETHING. Also, the fabric you choose to make a pattern up in can drastically change the way it looks, a simple A line skirt pattern is going to look completely different if you make it in something like a silk charmeuse, as opposed to a cotton lawn. I always tell my daughter, when looking at the pictures of the patterns...to look at the PATTERN...not the colors or the prints that have been used or drawn on the sample.

The best place to check is a large fabric store like Hancocks or JoAnn's. The pattern books have a much larger selection to pick from than the internet sites. Also, if you watch the sales, you can buy patterns for as cheap as 99 cents (U.S.)
In my opinion Vogue is the most up to date in fashion patterns.
Happy Sewing!

Hi:
You need to define modern dress? Most dress are almost the same dress pattern with lace or ruffles or whatever added, it's the material used in the dress pattern and the way it designed that makes it modern or not. However :

Fabric stores usually carry large books of basic sewing patterns, and drawers full of patterns in many sizes. Just go have a look and you'll see many types of dress patterns; you are sure to find something you like. Good Luck!

Depends on your interpretation of modern... Simplicity, Butterwick, Burda, Vogue all do dress patterns, all available through John Lewis. You can also get basic shape patterns that you can then adapt yourself. Most places that sell fabric usually have pattern books though they don't usually carry large stocks so you have to order them.

If you've got a Joann or Hancocks near you, you can typically buy Simplicity/McCall/Butterick for $1-2 each if you watch the sales.

I think that skirts tend to either look kind of trashy or cheap if they are tight and short, or they may be just the ordinary jean skirts that aren't necessarily sexy.
