it means just because you see a coupleof swallows nesting it doesnt mean the warm summer is here yet,it may still turn cold,in other words things arent always what they seem

It has to do with beer consumption. Everyone drinks beer when it is hot. But if you just need two swallows of beer it is not hot enough to be summer. The real saying for summer is "Two swallows don't make summer...it takes a whole keg!"

something that you say which means because one good thing has happened, you cannot be certain that more good things will happen and the whole situation will improve.
For example, just because a baseball team in last place in their league wins one game doesn't mean their season will turn around. They are still in last place.

I like Goose Me answer but sadly its not true.
Its to do with mistaking one warm day for the beginning of summer, or jumping the gun.
