First thing to do is get a lawyer a trusted one. Next thing to do is open a special bank account to receive the money, Next is to set up investment trusts or endowments for your children, future children. Next thing to do is buy lots of T-bills and bonds very safe investments, purchase lots of Cd's and put yourself on an allowance a modest allowance say 15,000 per month that way you don't spend all the money because its easy to do, most lottery winners are bankrupt within 5 years because they don't know how to manage money.

Pay off what few bills i have.
Set aside a certain amount of money for my nieces college education (since i dont have any kids of my own)
Buy my parents a house in the state of their choice. Probably Kentucky.
Just buy myself a fairly good size house-nothing huge-not a mansion or anything. Just a fairly decent house located in a rural type area yet within driving distance of a major city. By myself a few of my dream cars, which actually arent that elaborate. A new Jeep Wrangler, a 66 Ford Mustang Fastback, and some form of truck.
Sit back and make fun of everyone else going to and from work haha.

I would start a LOW INTEREST Mortgage company to help people who would otherwise have difficulty buying a home through conventional lenders. Applicants would be screened to see that they actually needed the service.

I would take $7,000.00 of it and invest in a few stocks. I would want to be able to keep investing so one day I could help my parents. With the remaining $3000.00 I would update my bathroom with new fixtures.

Echo first answer! But I'd go to school to learn to follow my dreams, which are out there (songwriting, etc.) so they're not practical. And then I'd try, just to keep busy and find out after all...
