there is no need because by the age of 13 children talk only about sex all the time with their friends even girls too
but i think it should start at 10 years

I don't know if there is a "right age" for this any more than there is a "right age" for anything. People all mature at different rates.
I have a 10-yr old & a 13-yr old. We have always talked about sex in a natural progression, as if it were any other subject. It makes it seem less "mysterious" or "dirty" of a topic. We never sat down and had an official talk all at once. Simply put, when a subject came up, we just handled it like any other "ordinary" question, and just answered it factually & truthfully, in whatever terms they could understand (you are the only one who knows your child well enough to determine that!). We never tried to make it appear to be an uncomfortable topic (though it most certainly is), so that they would not be afraid to approach us in the future.
So, do my kids know everything? Probably not, but they understand the physical aspects of what "happens", consequences of actions, our personal beliefs & why we stand on that ground, as well as the negatives (sex crimes, etc...). We have not covered stuff like strange sex practices (S&M), oral sex, etc... yet, but I'm sure it's only a matter of time.
You'll know. Look for opportunities - tv is usually opening quite a few doors these days for discussion.

I myself had spoke to my children since they were small. As long as you think your child is understanding what you are saying to them, then I think you should talk to them. But, ask them questions too. Get them to respond to what you had just told them. My oldest is just turning 11 yrs old. I still keep some stuff from her just because I don't think she is old enough to hear it. As a child, I was abused and I make sure it will never happen to my girl's. They know what to do if someone ever grabs them or tries to touch them. They even know how to get out of a closed trunk. I want my babies home safe everyday and aware of what boy's their age will do in the halls at school. I hope with me being so informative every single day that they will grow up smart about sex and will be safe from this world that we call home! I hope this helps you.

I, personally, think it's best to impart bits and pieces over time as the child is old enough to comprehend it.
I'd say by age 10 or so, they should be able to understand it all - how pregnancy happens, etc, etc.

When I was in school, they instructed the boys in sixth grade and the girls in fourth grade. They showed us a video and gave us a travel deodorant afterwards. Personally, the only thing I got out of it was a good laugh. I think schools need to be a little bit more informative than mine was.

Actually there is no fixed age.
When they are like abt 8-10?
they must understand it, if they dont u be just wasting ur breath....
for me, i would probably teach them @ abt 9 yrs old becos i felt that they can understand it better. ^^
