As long as the politician stays on the leash, the advisor is more powerful, but if something small gets into his yard, he can be uncontrollably vicious.

Politicians are definitely powerful in all the aspects. Advisors are there only to put across their views/suggestions, but ultimately the onus lies with the politicians to make the decision.

The politicians. Half the time they don't listen to their advisers, for example, I'm sure someone advised Pauline Hanson against telling everyone about having sex with David Oldfield.... but she still did it.
Politicians have the ability to edit all their speeches, and they are the ones who stand up there and make the speeches, they are the brand... without brand recognition there is no sale. No one can force them to say something, introduce a policy, or support a candidate; if they don't want to do it.
However the Liberals would like you to think that it's the advisers, as they seem hell bent on blaming Kevin Rudd for anything negative in Queensland history.

Politicians, at the national level (Congress, obviously the executive branch), lead very, very busy and hectic lives. They rely upon staff for being given a "heads up" on decision making that requires diving in, to guide and or make a final decision, similar to very high level corporate jobs in the private sector for larger organizations. Loyalty is vital, and, having bright seasoned people on staff is also vital. It is a symbiotic relationship.
