Yes, they help in cooling laptops that run with hot processors.

Newer mobile processors perform better but at a lower wattage. They also have the capability to clock down at idling or low load (AMD's CnQ or Intel's EIST). So these new processors are designed to run cooler. Cooling pads are not necessary.

Yes!! I have an Alienware gameing laptop and when I've had that baby on for an extended period of time playing high demand games it gets HOT. When I bought my cooling pad I was skeptical but it definately made an improvement. They are probably pretty useless if your just using your lappy for web browsing or light task stuff though.

Yes they do, atleast the ones that have fans in them...I use a antec cooler for my Dell 17"...had to add a few rubber pads to accomodate the size of laptop but it does help on the temp! When I use it, the heat that builds up on the bottom of the laptop is greatly reduced.
