Yes we need dictators in Iraq and the former Yougoslavia that would be two places to start

This question is absurd. No one needs a dictator. Any country that can be successfully run by a dictator can be successful run by a democracy or a republic. The only difference is that typically a democratic government causes a bit less blood shed. Not to say that there are not good dictators but the evil outnumber the good by the hundreds.
