Depends on the line, how far you are from the exchange and what equipment the broadband supplier is using.

BT offers up to 8mb speeds at the moment. They have started upgrading the network so in a few years they should be able to offer 16mb. This doesn't involve changing the actual line its an upgrade at the exchange.

Other ISPs may use an LLU system and offer faster speeds but this is even more dependent on area, sky have 16mb in some areas, Be I think have 24mb in a few areas.

So yes it is possible for the line to handle higher speeds given the correct technology.

BT are rolling this out to all exchanges over time, LLU companies are able to pick which exchanges they want to enable with their services.

It depends on your area. If you're out in Scotland you could be stuck with a 56Kbps line.
