Actually it is the maxium speed of the tires. Heat build up at speeds of over 150 mph require special tires. Bugatti can make over 230 miles an hour. It comes equipt with tires that cost $1,200 each. When a tire blows out due to overheating "think nascar" it shreads brake lines and wraps around the suspension. This can be really bad at speed with out the protection of roll cages helmets and racing seats. Insurance companies might also not insure a car that can run 200+

this is a no brainer people that look at the speadometer and say wow this car is fast it willl do 160..... with the congestion on todays roads you tell me were your going to attempt it...I think its all show.. it sells cars ...its status.. the car still has to stay on the road and the manufacturer knows that ..so restrict the cars spead thru the rear gear ratio and let the owner pin himself to the seat 0 to 100 he gets out saying wow that was enough for me now hes scared of it and doesnt need to go any faster

My reasoning is so the police can still catch perps, thou there does exist the odd car that has no governor, either way the highways aren't built for that kind of speed and you'd lose control, so safety.

But yes, I find it annoying.
