They were from a time wolves and bears are a real danger, you might see them everywhere not only in the Zoo. They were primarily educational rather just entertainment. They taught kids to fear wild animals. If that guy which the bears killed had listened this fairy tales, perhaps he's still alive.
Do you know, the Brothers Grimm just collected them from people's tellers.

I think it was the scare kids into good or appropriate behavior. Even some of the nursery rhymes had sinister connotation like " Ring Around the Rosey" That poem was descriptive of symptoms and end result of the bubonic plague if I remember correctly

Violence has always been entertaining, and sometimes even educational. Now we know it's wrong to expose children to too much violence, but fairy tales come from old folk stories.

Fear is a good teacher for kids who cant reason well. Splitting the world into good and evil is very simplistic and easy for them to understand.
