Why are people so different from country to country and they can be so much the same as its own country weather?

Warm country people are more tempremanted or warmer.
And cold country people are more cold hearted and calmer.

When each individual changes her/his country, he/she becomes as different as the weather in the new country. Very strange. Why?

I do not think you are entirely correct as broad generalisation are generally wrong.
I do believe there have been studies done that show most people are more friendly on a nice day than on a cold and unfriendly day.
I live in a supposedly cold country, or part of the country and am normally warm hearted.

With so much cold weather in the States at the moment it would be a good place to test your theory.
