Whenever I change water for the turtle and fishes, I have to put in drinking water. I am tired of it and I don't even have enough water for me to drink after the change. So, can I just put in tap water which is not chlorine-free? Will my redear slider and my fishes die?

chlorine evaporates quickly from hot water. that's why hot tubs need so much chlorine---if you fill a bucket with hot tap water and allow it to cool to room temperature, almost all the chlorine in the water will have evaporated, and (assuming it is the proper ph and all) it will be safe. uh, safe as per the chlorine thing

When I had fish I was told that if you allow the water in the aquarium stand for four hours before putting the fish back in, the chlorine will have evaporated (I got slacker and slacker at this until i was only letting it stand for abut 20 minutes - my fish didn't live that long!). I would probably also try he de-chlorination drops as well though.

Tap water can be used but you have to treat it with something you can buy where they sell fish. This will treat the water and allow the fish to survive the change. I used to use it all the time when I had an aquarium.

Yes, you need to de-chlorinate. There's drops you can buy at your local pet store very cheaply to add to tap water. This way your fish will live and you won't run out of water for drinking.
