- Get a domain name (no need if you use free hosting)
- Get a hosting. This will store the html and picture files.
- Do your home page. Usually it is index.html.
- Submit to all the search engine.

To publish a website you:
1. get hosting space (hosting space can be bought separately, used as part of your ISP's plan, or free hosting websites{http://www.google.com/search?q=free+web+hosting}.
2. Create the web content either manually or automatically.
3. upload the content.
4. enjoy!

If you have FTP account or you know the username and password from your internet service provider you can publish your website. Or if you are using free account , you can register and then upload your site for free.

FTP upload it to your web space with Filezilla, free.

well you could go to wetpaint.com and do one they have free websites hope that helps!
