Nomadic Eurasian horsemen/women such as the Iranian Scythians, along with Achaemenid Persians were among the first to wear trousers, later introduced to modern Europe via either the Hungarians or Ottoman Turks(wikipedia)

The suit as worn by men in western countries these days was effectively invented by Beau Brummel. Prior to him becoming the arbiter of fashion in late 18th century England, men had worn very colourful clothes. The doublet and hose seen on men in Elizabethan England had transformed into tights and stockings, in many colours. Brummel introduced a much plainer fashion of black jackets and trousers, the jacket worn over a white shirt with an elaborate cravat. At first, he was mocked for the trousers which were seen very much as peasant garb, but his friendship with the Prince Regent, meant his fashions became increasingly copied. They became to norm and the clothing of earlier times went completely out of use. Through many style changes this dress became the coat and trousers still worn by men today.

Archaelogists in Germany have found clothing resembling trousers on human remains dating back two thousand years.
This includes on well preserved corpses found in peat bogs, in which they were murdered because they may have committed a crime.

They have also found this on Viking men.
