Whatever program you were running at the time is corrupt. Un-install it and download again (from the author's website ONLY) and re-install it.

If this issue started happening recently (like after installing any Hardware or software), i would suggest that you uninstall or disable that device and check.

You can go to safe mode and check, but in safe mode, only the core system files are loaded and most of the drivers are disabled. In this way you can eliminate the issue.
