Search in the Security section for tons of tips on Anti-virus and Anti-spyware, etc.

Well, I had a little funny program that run in the background which had the same effects. When you are on your desktop, click Ctrl+Alt+Del and see if there are programs that you do not recognise that are running in the Processes section that is assuming you know a bit abt the various processes of Windows. If you do not know then, I advise you to either consult a computer tech or a frnd of yours who's a Windows pro, or you can also scan your PC with avast (your anti-virus software is not working properly if this is a malicious software) which is free n highly efficient (much more than Norton).

If you want to download avast Home Edition, go to http://www.avast.com and download it from there.
