It's illegal to grow in California, as well. There seems to be a lot of confusion about some states' liberalizing their marijuana laws. Please keep in mind that your state's laws do not supercede the federal prohibitions on production, sale, or personal use. All are still quite illegal. The difference is that people like "medical marijuana" users now risk arrest by the DEA and FBI but not state or local law-enforcement agencies.

Yes it is illegal to grow, you can be charged as a cultivator, with intent to distribute. Your house can be confiscated and auctioned off, the funds from the auction then go to the state and local police budget. Garnet as for what you saw that was a different species of cannabis that has much lower THC level and it's is grown for industrial use, like you said hemp. There is still a use for hemp rope in the maritime industry.

Illegal to sell, illegal to grow unless you have a license to grow from the federal government.

Yes! Yes! and Yes! We live in Ontario and there are daily marijuana busts. The
only person allowed to grow it is growing it for hemp. It was on TV. He has a
special permit. One day we were out for a drive going down back roads we had
never been down before, and there was the field of marijuana. Strange sight
indeed. One block away from us in a small apartment building, someone decided to grow it, had all the equipment, and the apartment caught fire and
burned the whole place to the ground. They never caught the rat.

Those answers above do not know what they are talking about.

It is "illegal" to grow marijuana, ONLY if you get caught. Right.

as long as a disclaimer is made, indicating that the product isn't meant for use with any criminal activity, no regulation is broken. If regardless of the undeniable fact that, the product can't be used for the different purpose yet for unlawful purposes, then confident, sale of this form of product is prohibited.

it's psychologically ILLEGAL, why?
because if you grow them, what would people think why you grow them? they would think you will sell it.
