Reasons:
1. Reduction of surface tension and
2. Adsorption (in case of permanent markers)
Permanent aqueous marker inks include:
surfactant (to reduce surface tension and stick on the surface),
a pigment (to provide the desired color),
a film-forming polymer (to form a continuous film to create symbols and graphics), and
water or alcohol (acts as a solvent, which evaporates).
The surfactant may be a combination of a hydrocarbon, preferably an alkylphenol ethyoxylate and a fluorocarbon, or it may be a silicone.

Dry-erase markers wipe clean because of 2 factors:
1.Glossy Board. Glossy surfaces are harder for paints and inks to adhere to. 2.White board markers have binders in the ink, that do not alter the glossy surface of the white board. The ink in permanent marked have much harsher binders in them. Some inks even chemically etch (or scratch, like sanding) the surface before they dry.

Nope, your skin cells reproduce pretty rapidly and unlike a tattoo, the sharpie was only on the top layer of your skin, not dug all the way into your dermis. You're fine, it will disappear.
