Well, first of all, you have to know where to find them. If you go to a transgender club, if you see one you like, order her a drink. Then you approach her and ask how she's doing. Try not to talk about sex right away because transgender women are usually stereotyped as "easy" and a lot of them don't like to be picked up just for sex, unless they're "working girls."
If you meet her on the internet, like urnotalone.com, and you're not there just for sex, then I recommend meeting at a public place, like a coffeeshop. That way she feels safe.
If you don't like to be seen in public with a transgender woman then you need to ask yourself why because there should be no shame in dating one.
