Does anyone know how I could get the 'fog' and 'water bubbles' out of the middle of a two-paned window?

the seal between the panes of glass has leaked. The best thing would be to replace the glass. Do you have any warranty on the glass? If there is no other option, then you would have to remove the glass and take the panes apart and clean them and try to reseal them, but I doubt if you'll have any luck doing that.

It sounds like you have an older version of 'insulated glass'. Your window has a leak and is letting in air, moisture etc. Not repairaable, just replace it or live with the foggy window.

your sealed glass assembly has failed, you need to replace it with a new one. depending on how old the windows are, it may be under warranty. if not, a glass company can make you up a new unit. good luck, hope this helps.

u cant. once that has happened u have had air leaked in the seal. window needs to be taken apart and resealed with gas.
