As you have been told, it is the "garter belt". Garter belts were first used to hold up stockings on women's legs. They have also been used to hold up men's sleeves. They are elastic, usually with some decorative fabric. The idea of the man pulling off his wife/s garter belt indicates he now has "permission" to become intimate with her. It's an old fashioned notion, back to the days when women were usually virgins when they got married. Way back when, getting a woman's garter belt was the equivalent of getting her virginity.

It's a garter not a garter belt. a garter belt goes around the lower abdomen and you attach stockings to it. The garter is traditionally the "something blue" a bride wears and just before SHE tosses her bouquet to all unsuspecting single women her groom removes the garter (not garter belt) that is usually just above the knee and he flings it into a crowd of unsuspecting single men. It is a myth or tale that the couple who catch the garter and boquet will be married to one another within a year.
