Bone marrow. In foetuses they can be produced in the spleen.

in the earliest embryonic stages they are produced in the yolk sac, after the first trimester in the liver and the spleen and finally after birth in the bone marrow of the shaft of the long bones like femur,humerus etc.
the maturation takes place in the thymus and secondarily in the spleen and the lymph nodes.
