The AIDS virus is spread through ignorance, poor luck, and human nature. And contrary to several of the answers above it is a global problem. For the most part America is still doing fairly well with the AIDS issue.
People can't avoid aids if they don't know what it is, they can't have "Safe sex" if "Safe" methods aren't available, and well not everyone on earth is going to get on the whole abstinence bandwagon. I do feel that personal responsibility plays a huge part in this battle, but for people to be responsible they need to be educated and education costs money.

A: Because they think everything is underfunded, and that tossing money at it is the answer.
B: Because they can't accept the idea that WHO created AIDS. To do so would be *gasp* admitting that someone actually MEANT to kill people off.
C: Because they like to pull a bait & switch. If you convince everyone that Cause X could be cured with X amount of cash, then people that believe you will give you X amount of cash. Congratulations, you just got funding for your own personal enterprises.
