You have to either be a friend of theirs or their page has to be open to public for input. They can change it to that if they wish to. Otherwise all you can do is leave the quick comment. Or maybe a blog comment. You should be able to send them a message. Or if you really want them to be a friend add them and invite them. Just don't use the standard Yahoo invite crap. Make it special for them to see you really want to be a friend.

Go to the end of their blog entry, click on "# Comments," scroll down, write whatever you want to in the comment box and then click on "Post Comment."
Keep in mind: not all people have blog entries, not all people enable comments.
