Well you could be suffering from many types of problems, it sounds like either faliculitus ( a bacteria caused by using a dirty razor ) , or ingrown hairs.
If its faliculitus you will have itchy red bumps on the area which will turn into little pimple looking thing you have to pop. If its ingrown hairs you need to get them out with tweezers.
My recommendation is that you soak your razor in alcohol before shaving next time and see what happens, if it happens again you should see a doctor.

What are you using, a straight razor? If you're using a safety razor, you may have an allergy to something on the razor or that you use with it. Try using just the soap you usually wash with, not a shaving cream.
If the part you are shaving has bumps or ingrown hairs, shaving will be difficult. Try an electric razor.

Why to you shave in the first place. Chest hair is normal in guys.It is part of our secondary sexual characteristics.Most women don't mind a hairy chest.You put yourself through a lot of discomfort.When it grows back you can trim the length with scissors to keep it short. This way you won't have the discomfort of shaving.

Yeah that sucks. I shaved my chest once and it itched like mad .I almost had a seizure from it. It took loke forever to grow back where it was soft enough to not stick me.

Its razor burn. Let it heal a bit with some lotion and nextime lather it REALLY well with shave gel and use a bic or a shick quattro razor-dont use electric

I had that problem in bikini area. I now use a cream called bikini zone and iy works great. Id try it!!
