Mississippi or Arkansas?
Your question is like asking, which would you rather have, aids or terminal cancer?
Bottom Line both are piece of **** states that no one wants to live in. I would rate them both at a tie along with West Virginia,,,,

because your source is the loose Republic. that's why. The parts with the more advantageous own freedoms and liberty are really very liberal blue states. 1/2 of pink conservative counties contained in the Deep South do not even enable the sale of alcohol. that's conservative states that are banning gay marriage. How is that "human being freedom"?
