I'd check the pet ordinances in your local area concerning the leash, and the spiked collar might have to be custom made.
Remember, you're responsible for your gold fish's actions--but I think the general rule in law is that every gold fish is allowed one bite.

Attach his bowl and the end of a leash to a skateboard and take him that way. Then you could fit a spiked collar around the top.
