If you go for anything below the waist, that "straight arm" will bury you - because in order to do so...your head naturally comes down to keep forward momentum...unfortunately, your center of gravity doesn't lower enough to keep you on your feet - so you are "toast".
You have to get your body to the front of the player in your angle of persuit.
Keeping your head in front of the runner is a good way to get your body there...since usually they are attached - obviously based on some of the answers from "top contributors" that isn't always the case.
The key to this tackle is to NOT slow down.
Drive through the ball carriers forward momentum.
It's hard for the ball carrier to straight arm your forward progress and momentum than it is for him to straight arm you slowing down and off balance.

You need to aim at the midsection and try to wrap up at the waist.A stiffarm is not real strong the lower you leverage your tackling stance and you have to drive through the player. When attacking him the goal is to envision him being a yard further away than he is and run through him to get to that yard. Attempting to ankle tackle will result in a lot of missed tackles and tackling too high will allow him to level you if he has a strong stiffarm so waist high with forward leverage and drive through the tackle. If you cant bring him down you have effectively slowed him down to allow teammates to finish the play.

You are not always in position to defend the stiff arm so I have different ways of defending against it.
When approaching the ball carrier in the upright position, it is better to keep your momentum going and get behind the arm and bring your arm to the front of the body with hard force and wrap the other arm around him and slam him to the ground.
when approaching from the front, make your hit on the ball side.
At last. when you can pick your spot and position you are to approach him bent over just enough to keep his hand from the front of the body and raise up just before contact with your shoulder and using your leg strength to lift his feet from the turf.
The main idea is to keep your opponent hand from getting to the front of the body.
Never go at a strong guy below the waist when he is looking at you unless you want to eat turf.

I play safety and when I see a player see's ne and looks like he might stiff arm I'll try to hit him head on so its harder to stiff arm or grab him from behind at his hips and sling him down.

Keep your head up and run through it. If you can see the stiff arm you can avoid it. If you dive for the lower body and he's a good player they will push you into the ground.

I would say that you should probably go head on, because stiff arms are usually to the side. Aim low ,but not to low.

Um... first... you need to get bigger yourself.
Lift weight, get muscle and gain weight that way.
Then if they try to stiff arm, make it fun and go THROUGH their arm, as in breaking it :)
Until you get the strength and force to do that, go low and go for the legs... can't run without their legs.

If they're bigger it's even easier. Just head low, to about the hips or maybe the knees if you really need to. A stiff arm only works if you're extremely fast or have a low center of gravity. If the person is bigger than you just do what i said.
