Its the price. 10/6 is in the old English currency before decimilization in 1971. Its 10 shillings and sixpence (52.5p) approx 90cents in US money.

The hatter is wearing one of his own hats, doing a bit of self-advertising. The "10/6" is the price of a hat made in that style, ten shillings, sixpence.
This was based on John Tenniel's original illustration of the Mad Hatter, in Lewis Carroll's novel.
