It depends. If the animal has an ID tag, I'd contact the owner. If not, I'd take it to a no-kill shelter or keep it.
That's how I got my two cats. I found one lying in the gutter with a broken pelvis. Someone hit her with their car and just kept driving and left her for dead. I took her to a vet and they did surgery on her and now she's fine. The other cat we have was found by my wife. The cat was living in a storm drain behind my wife's work. Neither one had and ID tag so we kept them both.

Well I would call the owner immediately if the cat or dog had a collar with info on it. If not I'd take it to a humane society so they can check for a micro chip to possibly find the animal's identity. As a last resort I would post fliers for a found pet so if an owner is out there they could call me. If no one claimed the animal I'm sure I would keep it; I love animals.

I had a cat that kept hanging around my house so I more or less left him alone but this winter I built some shelter for him out of hay bales so he would have a warm place to hand out. My husband is allergic and the pound is not excepting any right now so that is all I could do. I was also afraid that if I let him in then he would have really belonged to someone and I would be stealing someones cat.

I take pics of the dog or cat and put them in the post office because here we do not have mailbox's so everyone has to go to the post O then i take them to a animal shelter. So they will not get hit by a car or be hungry. I do have 3 cats that i found and gave a home to.

Put a add in my local paper. Here found adds are free. You could also call the Spca they microchip dogs and cats it may have one all they do is scan the chip and return it to the owner. Chips by the way are around $20.00 a worth while investment for fido or fluffy.

I found two dogs once. So I called Animal Control and reported them. The owner of the dogs at the same time was on hold on the other line, so we were advised where to meet.

She, the owner, later found me (I was in my uniform at that time) and gave me a gift card to wash/detale my car because her dogs very really dirty.

I would try and track down its owners. The last thing I would do would take it to the Humane Society or to Peta. Peta has been noted on file for killing 10,000s of animals a year, while the humane society has taken many pet owners to courts suing them for huge sums of money only to then to have there animals put down.

I'd give its water and food. Eventuelly I'd call pet animals. In Australia is rare to show lost animals on the street. Lucky country.
